Manage application strings, locale configuration, and translation content.
Resolve the target application first and carry applicationId. Resolve environmentId as well for environment-scoped secrets, integrations, and configuration.
AppKit owns localization content/configuration. Any AI-assisted translation must call Outborn AI; AppKit does not own model-provider credentials or inference runtime.
